    return	integer

DESCRIPTION
    Returns the greatest integer n for which 10^n <= x.

EXAMPLE
    > print ilog10(7), ilog10(77.7), ilog10(777), ilog10(.00777), ilog10(-1e27)
    0 1 2 -3 27
