NAME
    isconfig - whether a value is a configuration state

SYNOPSIS
    isconfig(x)

TYPES
    x		any, &any

    return	int

DESCRIPTION
    Determine if x is a configuration state.  This function will return
    1 if x is a file, 0 otherwise.

EXAMPLE
    > a = config("all")
    > print isconfig(a), isconfig(0);
    1 0
